Programing programs?

The only program im usin is "C# 2008" is there any other programs? i would like to know:

C# 2008: What is that used for?
C++: What is that used for?


there is 2 programs i know, they do the same work or 2 different things ?

Other sources are in C++
It is a different way of coding..
C# 2008 is just the newest C# Coding Program right now.
I don't code in C++ so..
