Q1:Isn't making conquer online private server illegal?
Q2:Illegal as in jail or illegal as in what?
Q3:If we get caught we have to pay money or go to jail?

Really, making an emulator is 100% legal. It's the means you use to make it that make it illegal. If the game uses encryption, their client must be disassembled to get it making that illegal... though that kind of stuff is legal in places like Russia where it is used for educational purposes. Overall, development of an emulator is a touchy thing and can be both legal and illegal. If it is made 100% by you, it is legally yours and you can do as you please with it. If another game's client "somehow" has the ability to connect, odear, whatever will we do *rolls eyes*.. but people calling their servers "Conquer Online ahkdfjyhalkdjfhaslkjgl" and such is proof in itself you are emulating the CO game for malicious purposes whether it be to steal business or whatnot. There are ways to get around the legality to an extent
