I mean there is an NPC for this quest, so i didn't do the quest.
My guess is, the problem is probably the translation file related to the quest.
I might have mess some line or the hyperlink for the quest.
There is an NPC in QinChuan for quest Lv.40 and Lv.70. I don't remember which one but there's a Black Robe NPC and a White Robe NPC. there is a stone or scroll can be use to upgrade equipment in place of those 2 skill, i forgot the names. It should be in the Mall Shop if i remember correctly. If its not, you have to use gm account to get it.View attachment 255949
