Add this 31.EVT to both your MAP folders in ai and ebe. Then, just place the NPCs yourself via K_NPCPOS and give your teleporters a bytype of 137.

Check your zone_info table, and make sure there's a zone 31 in there.

BTW, the texts on your teleporters might be messed up because I set the texts in the 31.EVT according to my updated quest_menu_us.tbl and quest_talk_us.tbl... So, yeah. Edit that yourself...
