"Send to All" problem

I send a item to all user in GMC
but... there are only one user received it...

I find that...
"User Num" smaller than 2...I cannot choose EXTREME when I create a character ...and it can receive item from GMC...
"User Num" bigger than 2...I can choose EXTREME when I create a character ....and it cannot receive item from GMC...

but..why..how can I solve it...
