PS: no one is attracted in a GM/MM position in a new server with noob administrator(noob = beginner not else)

he got a point...
Read the guide on how to make a mu server..
its quite easy..
and if you don't know anything about making a mu server..
then your server won't last.. due to admin/owner of the server
= New
