Skill cool downs?

How can I change skill cooldowns?

I want to make Mage spells take less time so there actually good in my server... but how can I go about doing that? Any help would be appreciated.

PS: I found the sql for skills, but there's skill ids and I have no clue what id is what.

I've tried some methods, but ended up crashing my server. But I'm smart enough to make back ups.

I would like to know the correct way.
