strange bug with map L2O

Hi, one of players on our server have this problem with map of world.
the map don't want center (refresh) position :
Anybody know how to repair it ? what he have bad? THANKS A LOT

and because searching is disabled.. my 2. question:
how use //spawn_npcs ?
it require count ai
I try //spawn_npcs 2 skeleton
and it make non logic 2 npc .. one magister one monster (imp)
I tried 2 99 (skeleton=99) and it spawn 30 random monsters/quest monsters/citizen npc..

btw it is possible to make spawn from game ? it can be only temporary until server reset..
