OK, having met demand for this tool, I'm posting it here along with some illustrated instructions...

To use it, you will need Microsoft Access 2003 of Miscrosoft Office. It will connect to ODBC sources KAL_DB and KAL_AUTH.
After opening it, go to Forms and open form Main. Later I'll add autostart and other comfies.
First things is fields for importing and exporting InitMonster.txt and ItemGroup.txt, along with buttons for import and export. You have to manually type exact paths.
Also from this form you can go to accounts screen, monster screen and item groups screen.
Let's look at accounts screen:
Here you can see all the accounts and character name finder. You cannot create, change or delete accounts from here. But you can right-click on either account ID or account name. Right-clicking on ID brings character list
where you can alter character's attributes and access his inventory and skills.
Inventory editor shows contents of character inventory and allows to modify, delete and add items. Upper left portion is item selector, where you can select item that will be added to inventory with "Add" button. Button "Change" replaces currently selected item with item shown in selector. Button "Max stats" adds appropriate maximum stats to currently selected armor or weapon piece. It doesn't work on other kinds of items. Mixing part works only on weapons. If you didn't spot it, items in list can be selected with leftmost selection column. Del will remove currently selected item from list.
