First you need to buy your Virtual Private Server. I recommend using
1.Linux VPS's
2.Windows VPS's
and 3.Dedicated Servers
Go with a Windows VPS, I recommend the W-VPS1 (The Windows VPS 1 Plan) which is a limited time offer with 10GB HDD, 600MB RAM, 250GB Transfer/Bandwidth, 100Mbps connection speed (I believe, in network stuff it says 1.0Gbps so I'm not for sure) for $18/month, which is the best deal I have ever been able to find anywhere, even before the limited time offer when they only had half of the RAM and half of the HDD space.
So buy that, it will take a while for it to be set up (I purchased it at night, and it was ready in the morning so a few hours anyway) and it either comes with one IP or two, my previous package which was the same had two, and it says under the details page under description that it has two, but it has been suggested it was only one IP this time, I have submitted a support ticket to them and will update this thread when I find out.

Buy a Windows VPS plan from a company you choose and wait until it has gone through.

Download and install these files in order:
Java JDK Update 7 - Including Netbeans:
after downloading install, then make sure the folders jdk and jre 1.6.0_07 are present in C:\Program Files\Java.
Java Cryptography Extension Unlimited Strength Files:
after downloading extract them to your desktop, copy them to jre/lib/security in your JDK folder, and lib/security in your JRE folder. Make sure they overwrite any existing files.
MySQL Server:
after downloading install MySQL Server and set it up, when configuring it select Standard Configuration and install it as a Windows Service, it will ask you to change the administrator account details, uncheck this and finish setting it up.
MySQL Tools:
after downloading install
