Updating launcher doesnt update when...

Since day one I have a problem with the official BR/Ijji update launchers,

whenever players start the update, if the file with the same name, is already in the folder. the update doesnt count it as a need to update. When you remove the file from the client folder, it does update.
Anyone know a fix?

what file is letting it update when you take it out?

The whole client gets updated. The problem is that, if I update a file it doesnt get updated when the user starts his client.

make sure you ran the ZPatchBuilder program after each update of the files in the update folder then remember to take out patch.xml's patchnode.
