I guess this explains all? NPC Spawn bug. (The NPC's doesn't spawn you cant see them.)

Allright i will give you the solution, but i must say it took me months to find the tool and fix it. I know official v19 dyo doesn't show all npc's. To fix this you must use spikenbro's dyoManager. You can find it here. it's very simple. you load the dyo file, and you save it. Than all npc's are shown.
