Setting up (almost) any server is going to be the same.

1. Set all the configuration files with the correct IP's.
2. Set the configuration file for your MySQL/MsSQL ( Depending on what your server/game calls for ) to point to your right database, with the right password.
3A. Execute the database batch file, you can either use the command prompt, or you can use programs such as Navicat.
3B. Set up your ODBC connection ( if needed by the server, else ignore this step. )
4. Run the server.

On a side note, take a look in the release section for Adidishens guide on how to set up osAFlyff. It should still be valid enough to get that far, even though it is old.

As for coding, depending on the server you pick, in this case osA. Then you have to learn the proper language, in the case of osA then you need to learn C#.

Google is your friend.

EDIT: Adidishen beat me to it ;-;
