1. I would not post your IP on a site like this, as it just gives people a desire to hack you.
2. Make sure your ports are forwarded correctly.

In order to forward your ports you're going to have to login to your router and forward the port your server is using directly to the server computer so that all incoming traffic is automatically directed to your server.

I'm not sure which port yours is, or what router you have, but you're going to need to forward your ports.

that IP looks like a hamachi IP. If it is, then he needs to get hamachi, and he has to be on your network to use that IP. if that's your normal IP, you need to port forward on both your firewall, and ALL routers in your home
