As title says, is it worth to open 4.0 Private server?
I am interested to host it for allods lovers.

It depends why you want to open one for, Is it because you want to run an active server or is it for fun with your friends?

Sure i want to make it active server. Stable and long term server with low rates.

i will go for low rates no much op ingame default config less bugs for the server

are you interest on lower version? because talesofallods have 7.0 if you are making project i can join for it

Yes i am interested on Lower Version with low rates. I am now figuring out the files structure and how everything is done here.
