is this game really required that much of hardware to run stbale?

my new pc can handle it with highest settings but i get some lag in game.

Specs:
Phenom II X4 965 @3.4GHz
4 GB DDR3 Ram
ATI Radeon 5770

1920x1080, 8x AA, all settings set to highest.

That resolution isn't really too high, try running max AA, AF, max quality in drivers and all max in the game and run a benchmark to get min, avg, and max fps. You can't do wide-tent AA because you're not running CFX, sadly.. 32x AA is amazing quality but it kills performance lol.
