For WoW emu (currently using 1.11.1 AVG repack) is there a way to get tier 4/5 and flying mounts on the server without having to upgrade to 2.0.X? If so let me know how

Most definitely not. The models and code are not in game for either of them, and even if you upgraded to the 2.0 client, you couldn't connect.

Plus, the model format changed after 1.12.x, so that throws importing models outta the window.
