In my efforts to move away from "bootlegging" my daily software (IE: 010 editor [as good as it is]) I found what I (so far) think is a lovely FOSS (free/open source) hex editor (and more)!
It is called ImHex:
I like even more that it's available for Winblows and Linux (like 010 editor) [but a lot of other hex editors I see are Winblows only
] As, when I first started my "PWp" adventure I was rocking Winblows for my desktop(s)/workstation(s) and Linux for my server(s). Since Winblows 10+ really sucks balls (Win7 was the last 'nice' winblows) I have since moved ALL my machines (servers && desktops/workstations) to (various distributions of) Linux!!! And as such I have been also seeking to use only FOSS stuff rather than 'bootlegging" any more 
And yes, if all you're doing is editing hex, the above/default layout is a bit "cluttered", but you can easily change your views to be more accommodating to only editing hex:
