Try to check the users is "GameSrv"
my test now runs with the database name
"LUNA_GAMEDB", "LUNA_LOGDB" and "LUNA_MEMBERDB"

just like with the same name ODBC
Check User permissions "GameSrv"

hello check that you have configured your ipv4

Go to files server rute: Serverset\0\serverlist.txt
change ip 192.168.1.105 for your ipv4

well, seeing as no body else mentioned this:
since you're using the re-release by gozex:
- go in your server folder and copy the serverset.txt file and the Serverset folder and paste it into the server tools folder then go to data in the servertools folder and change the IPs in the serverlist.txt to your IP
- remember to put the MonitoringServer.exe in the servertools folder and the 3 shortcuts with the parameters in the servertools folder aswell (for the simpler way, just put the monitoring server.exe and monitoring start.bat in the servertools folder then start monitoring start.bat) it should work then

if it's still not working then:
- get a hex editor and hex edit the MonitoringServer.exe, hit Ctrl+F in the hex editor then search for the text-string "GameSrv" without the quotes and change GameSrv to whatever your login is on your SQL Database and then scroll down and you'll see "luna" change luna to whatever your Password is on your SQL Database (that or make sure on your MSSQL DB the login is GameSrv and your MSSQL DB Password is luna)

ODBC: make sure you added it to the system DNS aswell
missing DLL: try searching on google for the missing DLL and add it to the servertools folder I guess, if that doesn't work then add the missing DLL to C:\Windows\System32 (if you have a 64bit PC/Laptop then add it to SysWow64 aswell)
if you still get the error then do it the simple way: make 3 shortcuts to monitoring server.exe on your server tools folder, right click on the 3 shortcuts and in the "target" box add 1 to the end of the target, that's your MAS, next shortcut: add 2 that's your MS, last shortcut: add 3 that's your RMTool
