About RF Online

I wanna build RF Online private server but i have a problem

IP in server side is IP Local or IP Public?
IP in AccounSystem.ini, BillingSystem.ini, and LoginSystem.ini

Please help me

Some ini files can be local others can be public best bet is to use public if you wish to use it for other people to play.

so IP for Launcher, Web is IP Public?
but ini files in server files use local ip?

Use public in your case if you want a server open to the public or local if it's testing only. Simple as that

If all servers on the same computer or in the local network all IP's can be local exept GateIP value in WorldInfo.ini if you are want access it from internet.
