Adding an account to phpmyadmin

ok so we are missing ID 16 in the phpmyadmin i know there is a way to add it but ive tried a few things and had no luck anyone know?

create another account and edit the number to 16 thats all.

tried that it doesnt work just says incorrect username and password when i try to log it in

no not Missing at all it just be need placement for u can use change everything..

create working acc as like befor from page u have .. and just (only) change number to 16 thats all well if no work u do something wrong then
