So, I wanted to test the server on WAN since it work great on LAN. I check all the IP I config its all correct and I already open the ports both MSSQL and C9 ports also checked my firewall and added them to the new rule. My friend is getting error 10060, so I went to check to see whats causing the network issue, I notice the the Public IP on C9LocalManagment.exe have a Public IP: 0.0.0.0 I think that might be the cause of it, but then again maybe not. I couldn't find the name in the config folder or probably its my xfinity router/modem at fault (doesn't have loopback IP).

you need to add your EXTERNAL IP, 192.... is a LAN IP
if you have a ADSL connection you won`t be able to host it to WAN, since the server files don`t have NAT

I'll test out the external IP later, but I find it odd how you have to use external IP and not LAN since it will get ported to External IP anyways when you portforward. I don't think my router/Modem is ADSL since, I can host other servers like Battle of Immortals and Forsaken World I just can't use my External IP since the router/modem doesn't have a loopback capability meaning everyone can connect to my external IP except me.

that`s the problem, server files don`t have NAT function implemented

you can try connecting your cable directly to your PC and configure it with external IP
or you can try putting your router in Bridge mode
search the C9 section here, it has been discussed already
