Using The Server Files S9.2 IGCN

can someone guide me ?

i managed to open ServerInfo.BMD but i cant understand what should i change exactly.
the default code page is:65001.

i need to type in Hebrew.

when trying to type ingame it does alot of squares right now.

i tried but it doesnt help it
now when trying to type it shoes Squares and when pressing enter it tells me "use of forbidden symbols"
