Changing Version & Magickey in SERVER SIDE

i edit version in LoginSvr_01.ini to 369 and then restart service, but the server still runs on 374 and it says that i have to update, wtf?

First, check the version in your Account DB (cabal_client_version_table), if it's ver369, then open and check your LoginSrv.ini (make sure it's ver369).
If those 2 are exactly the syncronized, that means your Cabalmain version is not 369, maybe it's 374. The solution for that is to change your Cabalmain version to ver369. How to do it, use reshack

In other way, change the the version in Account DB to 374, then 374 also in LoginSvr, the leave your Cabalmain as is as 374.

As what magraopb says, syncronize the 3 places with the same version. I hope this will make you easy finding the solution.

edit LoginSvr_01.ini... not just loginsvr.ini

no need to edit the LoginSvr_01 with client_version, all you need to is to edit the client version in database.

dbo.cabal_client_version_table

tested and it work.
