I've answered this question before in this thread.

The answer is yes... which is why I don't see the point of disabling hotuk.ini in the normal manner. You can inject a DLL which pretends hotuk.ini was read and had the Admin line, without even knowing what it was, and the client will treat you as a GM.

You still have to be in the server hotuk.ini and authenticate to get level 3 commands, but since you can reduce the level of any command to non-admin authentication, that really isn't a problem is it? XD
