create custom NPC?

does anyone have a template or know how to create custom NPC

like I know how to place an NPC and change its script.
like using the object Editor to place a NPC with the object ID of the NPC and then in the object is the location of the Lua script.

but I was curious if anyone has made any templates for giving items or Quest items.
like the shield Quest

You mean like creating a new npc and writing a quest to it? Or the npc-specific luas coding you just created?
