Custom Title w/ OP options

Can anyone help me how to make a unique title for non-GM characters w/ OP options like +HP 1000, +cri 100 etc etc somewhat like the bringer title and is only exclusive to chosen char?

Thanks but can you pls give more details? i wanted to make an exclusive titles for event winners with some additional options like +hp, +autoheal, etc etc. i also need to know if there is a way to make it perma and for a certain duration of time.
