My server is running correctly, i guess, without any errors.
all of the IPs are set to 127.0.0,1 and also in len.ini
I copied Development.exe to the game folder and launched it.
It says "We are unable to connect to development at this time. Please visit..."

I'm running windows 10

Running the launcher that you supplied and after clicking "Play" nothing happens. Not kidding just nothing happens at all, no error message or anything the game just doesnt run.
The Server is setup for 127.0.0.1 (Windows 10)

No, it actually does something -- it launches the process. It just won't finish loading it so the game opens on your OS because it has issues with 8, 8.1 and 10. Sometimes it won't do anything, sometimes you'll get parameter, etc. Not sure what more to say, maple wasn't compatible yet with new OS's so other than running in compatibility idk what to say.

Even compatibility doesn't work unfortunately.

The funny thing is that it worked on some 8.1 systems, but nobody has a clue on why it works for some people.

Never touched quests here. I think you just need to update the opcodes (those were not updated) and maybe update/implement some of their scripts.
