Even though you might already have placed the Java Unlimited Strength files, you might want to check the following:
- Did you place them in the correct folder (assuming you're running windows -> program files (x86) or program files).
- Does the unlimited strength files version correspond with the java version (7 or 8 usually).
- Is your machine actually using the java map where you put the unlimited strength files (you might've got multiple java installations, and it only uses one).

I get this same error even with the java strength files in the right locations. How do I make sure that my server uses a specific version of java?

Disregard the above I have solved my issue which is pretty much the same as the OP's
