Getting a server to work publicly

So, there's been people trying to get a server public, without Hamachi or any type of VPN, without luck.
They've port forwarded, disabled their firewalls, but nothing works.

Does anyone have any ideas? From what I know, the server only works with a static IP address?
Perhaps that's the problem?

That is the case with any public server, whether it be a web server or a game server, it needs to have a static IP address. Anyone with a home internet connection is capable of setting up a public server with a static IP.
