ok hey guys i'm kinda nnew at making servers so please bare with me. i need help on the last part. where

" Now go to file then open and choose the directory where coadmin is and choose a file! if it is the file named CoAdmin-News You have to find postgres and change it to the username you use for PGAdmin"

the pg_connect() error comes up because either the postgre extension for php is not loaded into the server. Restart your webserver and try again. If problem persists, repost along with error.log.
