can you please tell me why I cant use these skills? my char is already already max level and max stats also finished the 3rd job quest. what am I missing?

Check Skill.bmd and also check Server side Data-Skill-Skillsetting
Sometimes also your max stats might be over stats and read as -1 so it will take it as it lacks Stats.
Maybe try just lower stats first and see if it work.
