i tryed to set up and got stuck on character creation. my problem is i

Did you clean your database or used an already clean, Or did you created accounts? These sometimes can create such problems. The IP's part is strange, it can be the type of client your trying to use that is encrypted or something. Try other client to see if any changes happen.

yes i used to clean the databases myself. after restoring it the character creation works. ill try to hex the IP on another client now.
