help me my prblem

I am trying to revive the DR server. I know how to set them up, problem is that now I'm running on Windows 7 and I have problem starting the PROXY.exe.

It says :
FAILED : NO DLL IN THAT SYSTEM
Deleting ProxyServer Resources...
*** PROXY SERVER Finished Successfully.

I have already tried running the 2 batch files in 4DyuchiDll folder and it still gives me this problem.

If i can fix this, i just need to get the client for u guys and we can start playing DR!

Windows 7 and 8 can't run dragonraja server. however, windows xp can.
