Help Request: Adding new npcs/ npc location.

Anyone around that happens to know how to edit npc coord / add other npcs?

doesn't it require a specific tool to access the data from it?

is named npcedit.exe (you can try the one in perfect world section, is the same enguine but no idea if the format is the same)

npcedit have many versions (jnpcedit, snpcedit) but again, no idea what version works with eso
