[HELP] Structure of my project (Fallen Earth EMU)

I am starting a project of emulator to fallen earth

And I am with a doubt where to begin the program I made a small illustration of how I think that would be

Example

Start Login Server > Connect Database> Connect Game Server > GameServer Connect Client

My doubts is only that I have to start programming first by Login Server? This my line of reasoning is correct?

This is my first emulator
then I ask kindness to me
of everything I know a little ASM,Vb,C# and to studying the IDA PRA sniffar the client/server all suggestions are well lives
