Currently stuck here. I've redone step 4 a few times & made sure my JCE files were correct. I've had this problem before about 2 years back but I forgot how I fixed it.

I'm having a problem with the
Channels in the cmd
Make sure you have a wz/ folder on the root of your source with all v83 XMLs added.

I managed to get the channel launched But I can't seem to run the localhost.exe in my v83 files .
Try a clean V83 installation and a new localhost. One of the files has been corrupted.

You're using a custom localhost try hex edit it and change the ip of the localhost
Is that the file with where I have to move it to the folders of JRE 7 and JRK 7? If so, I already moved it.@Sally Liu You do not have JCE.
