How to make a server and edit a client

Hello recently i obtain here the game files of 2029 online, but i dont know how to make a server and if i need use hexadecimal editor to change ip of client and i dont know what ip change, the only thinks i know are i need sql server 2000, files here and client too if someone can make all work and tell me how i can :

Do you still have those server files?
