I have exhausted every source that I can find online to fix this echo.

Everything is stored in UTF 8 / nVarchar fields. It shows up correctly in database however it does not output correctly in php and yes I did tried adding a meta charset tag. It shows up alt codes correctly if it's insert manually into the html.

well i have a solution which is to use html entities:


Original:
™♥

To:
™♥hearts;

This is what happens after encoded in html entities:
~Vishni†ez~

However, this isn't what I want. It isn't the best solution, yet.
Can anyone provide an elegant method?
This problem has been haunting me for days.
