Unfortunately, we have experienced significant hard drive damage that requires urgent maintenance and rebuilding. Use gf.exe that can be found here and filter *.gat, highlight all the files listed and click the extract button.

Depends also on what RO Server EMU you are using
Some other EMUs needs the full *.grf files to read it.
