net framework 3.5 on windows 7

Hi ..
so yeah i have this weird issue on my windows 7 (licensed) version.

i tried to do updates but it installed the 4.5 version..
there is a program that needs 3.5 (valve hammer editor) and my windows doesnt have it..
when i try to install it says turn off / turn off features from contorl panel bla bla, i do what it asks, i even restart my PC .. nothing happens still same issue, i dont know what else to do i tried 1000 thigns sfc /scannow reinstalling and installing again... if anyone can help me please do that.

also if there's a manual way like storing the files of 3.5 net framework that would be easier for me.

turning in on from the program and features is the best way for me.

So far this always fixed my .net 3.5 problem on any windows 7 and newer

no really i tried it before, it says extractin files..
when its done i get this error like its compatibility issue or whatever ''the programm is not installed correctly''
