Not a Subscribing User

i have problem like this "Not a Subscribing User" after my server connection down.
i already search in this forum and try all solution but still get error i don't know how to fix it .
anyone can help me?

all setting ini files NationCode = RU

I dont know if this will help.. I had this kind of issue before and all i did was re-check my user mappings in all 3 Databases and found out that dbo is unchecked. I also checked all checkboxes for "rf" server roles. After that everything went well.
