Why can't I buy a windows on classic VPS, and what's different about this and a cloud?

Cloud doesn't give you full root access, is this a bad thing?

Different virtualization technologies are used between the two. Classic uses OpenVZ while Cloud uses ESXi (vSphere). OpenVZ is Linux containers hence no Windows support. The other visible differential is DDoS protection for Cloud. Cloud advertises "root access" under the Management row in the table... I've never been a customer so I can't guarantee if that is factual. Overall you want to shy away from OpenVZ because of the potential of overselling.
