In voting the restriction is only per ip which can be bypass by ipchanger apps or other methods can you modified to add restriction by MachineId?

IGCN has HWID record in Database and here's the detail of DB:

Table Name: ConnectionHistory
Usable Column Names: AccountID, IP, HWID
