Who knows what procedures need to edit that would add support for Russian language at character creation?

Supporting Russian should be easy. There was a Russian version of this game, run by Innova, so if you find the client and change the files, you should have it work like you want it. You will also have to change the names and descriptions in the databases of items, maps, fixes etc. Then simply make a new omi and replace the old.
