which was or which is, the Best server based on Pangya

in development or by having more items and functions which of these?
on the issue of development
there are few projects:

Pangya-Server (Hsreina USA) made in Delphi / pascal and C ++
Pangya-Hio (Kurama USA) made in Delphi / pascal
Pangya-FreshUp (version of top1 for TH) made in Delphi / pascal

JP - more func and more item
USA -> more know version (lot's of packet analyse)
TH -> for have last version

SO in fact no better , no bad ...

But i guess pangya imself is outdated
