Transport !

hey how to make NPC that you can't transport when you're in a battle state , because i have a bug when the player run the boss the npc didn't transport me so i have to make a way like creating npc beside the boss so that player need to kill the boss to transport instead of run to final boss . and last i want to know how to enable Rumor / Buzz my server didn't have it or i have to configure it ? please answer this post

thanks for the answer i already fixed it ,, i have one question how to make game system to mail you Weapon / Assistant at max ENHANCE when you level 20 and you have master .. in my server it only males lvl 10 - 20 weapon no enhance ..
