offline usage do not use internal ip of 192.168.x.x use 127.0.0.1
your best bet is to get the original inis and leave them as they are and then try again.
a lot of people believe that using 192.168.x.x will allow offline use although this is true its best to leave the files with 127.0.0.1 and the 0.0.0.0 as they are.
ports are 7000,7100 and so on , also if your on a router you need the ports forwarded to allow access.
