On win 7 sometimes UAC (User Active Control) is the reason for this, so i disable it. Atleast it was for me (meaning offcourse if you have done everything else correctly).

If your using sql 2008 or 2005 connect ODBC manually in odbc 64 bit or 32 bit depending on your OS. And run the program as administrator and make sure all your configs are edited correctly with all the right SQL information.
