In this tutorial I will show you how to get an effect similar to this one that I made a while ago
Ok here's how to do it:
File -> New:
Make sure it looks like this (Size can differ if you wish)
Press D to reset the colour to Black and White
Then go to Filter -> Render -> Clouds
then Filter -> Render -> Difference Clouds
Press CTRL+F a few times just to randomize it a little bit more
Now go to Filter -> Pixelate -> Mezzotint...
Type : Short strokes
Next,
Filter -> Blur -> Radial Blur
Use these settings:
Repeat this once more (CTRL + F).
Then duplicate the layer, like so:
Change the opacity for Layer 1 copy to 50%
Next step:
Make sure you Layer 1 copy is selected
Filter -> Distort -> Twirl, use these settings:
Now make sure Layer 1 is selected, Filter -> Distort -> Twirl, but use these settings:
Now select Layer 1 copy, press CTRL + U, make sure Colorize is selected. and mess around with the Hue to change the colour of the layer:
Once you have your desired colour, press OK, then select Layer 1, and do the same thing there, with a different colour, and there you go, you have your twirly effect!
Here is my finished result:
